The IEEE Biometrics Council is pleased to announce its newly elected members of the Executive Committee.
Arun Ross
President-Elect 2026

Arun Ross received the B.E. degree (Hons.) in computer science from BITS Pilani, India, and the M.S. and Ph.D. degrees in computer science and engineering from Michigan State University, USA. He is currently the Martin J. Vanderploeg Endowed Professor in Michigan State University and the Site Director of the NSF Center for Identification Technology Research. He was in the faculty of West Virginia University between 2003 and 2012 where he received the Benedum Distinguished Scholar Award for excellence in creative research and the WVU Foundation Outstanding Teaching Award. He has co-authored the textbook, Introduction to Biometrics and the monograph, Handbook of Multibiometrics. He is a recipient of the NSF CAREER Award and was designated as a Kavli Fellow by the U.S. National Academy of Sciences, in 2006. He received the J. K. Aggarwal Prize, in 2014, and the Young Biometrics Investigator Award, in 2013, from the International Association of Pattern Recognition. He has advocated for the responsible use of biometrics in multiple forums including the NATO Advanced Research Workshop on Identity and Security in Switzerland, in 2018. He testified as an Expert Panelist in an event organized by the United Nations Counter-Terrorism Committee at the UN Headquarters, in 2013. In June 2022, he testified at the U.S. House Science, Space, and Technology Committee on the topic of Biometrics and Personal Privacy. He serves as an Associate Editor-in-Chief of IEEE Transactions on Biometrics, Behavior, and Identity Science.
Shiqi Yu
Vice President Education 2026-2027
Dr. Shiqi Yu is an Associate Professor at the Department of Computer Science and Engineering at the Southern University of Science and Technology (SUSTech). He received his Bachelor’s degree in Computer Science and Technology from Chu Kochen Honors College, Zhejiang University in 2002 and his Ph.D. in Pattern Recognition and Intelligent Systems from the Institute of Automation, Chinese Academy of Sciences, in 2007. His main research areas include gait recognition and object detection. In the field of gait recognition, he created the CASIA-B gait database, which is widely used in gait recognition, and the OpenGait open-source project, which has become a major algorithm evaluation framework. He has published almost 100 papers in gait recognition at IEEE TPAMI, IEEE TIFS, IEEE TBIOM, PR, CVPR, ECCV, IJCB, etc. In terms of object detection, his face detection algorithm was adopted by numerous enterprises. Additionally, he received the second prize of the Guangdong Provincial Science and Technology Award in 2021 for his work in remote sensing image processing. He is among the Top 2% Scientists since 2022.
Raghvendra Ramchandra
Vice President Finances 2026-2027
Raghavendra Ramachandra is currently a Full Professor at the Institute of Information Security and Communication Technology (IIK), Norwegian University of Science and Technology (NTNU), Norway. Previously, he worked as a Researcher at the Istituto Italiano di Tecnologia (IIT), Genoa, Italy, where his research focused on video surveillance and social signal processing. His primary research interests include deep learning, machine learning, foundation models, and image/video processing, with applications in biometrics, multimodal biometric fusion, human behaviour analysis, and crowd behaviour analysis.
He has authored numerous scientific papers, serves as a reviewer for leading international journals and conferences, and holds several patents in biometric presentation attack detection and morphing attack detection. He has also been involved in organising and serving on programme committees for multiple international conferences and has contributed as an Associate Editor for various journals, including IEEE Transactions on Information Forensics and Security and Pattern Recognition.
Dr Ramachandra has participated in several EU, IARPA (USA), and national projects in various capacities. Since 2014, he has served as an Editor of the ISO/IEC 24722 standard on multimodal biometrics and is an active contributor to the ISO/IEC JTC 1/SC 37 biometric standards committee. He is a Senior Member of the IEEE.
